A Slightly Expensive Way to Borrow a Chip

There is a distinct, almost comforting rhythm to the way modern finance solves problems that do not yet exist. In the old days, if one wished to build an empire, one had to go through the tedious business of digging holes, pouring concrete, and waiting for things to dry. Today, however, we have discovered that one can bypass the concrete entirely if one has a sufficiently large spreadsheet and a mutual acquaintance at a major investment bank.

Consider the recent, rather breathtaking arrangement between Anthropic, the high-minded creators of the Claude artificial intelligence, and Volta Infra Holdings, a cloud computing startup that has existed for approximately the same duration as a moderately successful garden tomato. The two parties have signed a six-year, ten-billion-dollar agreement. Under the terms of this pact, Anthropic will consume vast quantities of computing power, Volta will provide it, and everyone involved will look exceedingly busy.

What makes this transaction so delightfully modern is not the scale of the numbers—we have long since grown numb to any figure ending in 'billion'—but rather the exquisite choreography of the capital. Volta, as it turns out, does not actually own a vast empire of silicon. It is, instead, a 'neocloud'—a term that sounds like a meteorological phenomenon but actually refers to a company whose primary asset is an exceptionally warm relationship with Nvidia. Nvidia, which is currently acting as the unofficial central bank of the technology sector, has backed Volta, thereby allowing Volta to secure a 1.3-billion-dollar credit backstop from JP Morgan. This credit is then used to buy Nvidia's own chips, which are then rented to Anthropic, which is funded in part by... well, you see where this is going.

It is a financial perpetual motion machine of the highest order. The money does not so much flow as it performs a series of elegant, circular pirouettes, leaving behind a faint scent of expensive cologne and the distant hum of cooling fans in Tydal, Norway. For it is in Norway, of all places, that this digital drama finds its physical anchor. Specifically, at a site formerly dedicated to the extraction of Bitcoin, nestled among the damp, pine-scented hills where the local sheep are reportedly entirely indifferent to the frontier of human reasoning.

One cannot help but admire the sheer optimism required to commit ten billion dollars—a sum that would comfortably purchase several small European principalities—to an entity that was, until very recently, merely a collection of bullet points on a slide deck. It is rather like hiring a butler who has not yet been born, on the firm understanding that when he is, he will be exceptionally good at ironing shirts. But in the neocloud era, waiting for a company to acquire a history before you give them your treasury is seen as dreadfully old-fashioned.

There is, of course, a physical reality to all of this. To power these 121 megawatts of silicon, one requires the kind of serious, unglamorous electricity that only Norwegian glaciers can provide. There is a certain poetic justice in the fact that the most advanced cognitive engines of our age are entirely dependent on cold water falling over rocks in Scandinavia. If the glaciers ever decide to stop melting, the entire global apparatus of artificial wisdom will grind to a halt, leaving millions of office workers to write their own emails once again.

I recently observed a small, plastic desk fan attempting to cool a slightly overworked router in a local office, and the sheer, desperate sincerity of its struggle felt like a microcosm of the entire enterprise. We are building castles in the sky, but we are anchoring them with extension cords plugged into the nearest waterfall.

The role of JP Morgan in this affair is particularly instructive. By providing a credit backstop, the bank has essentially agreed to act as the guarantor of the future. They are betting that the demand for artificial intelligence will remain sufficiently ravenous that Anthropic will always be able to pay Volta, who will always be able to pay JP Morgan, who will then be able to buy more glass-fronted buildings in Manhattan. It is a beautiful, fragile ecosystem, held together by the shared belief that if we stop running, the ground beneath us will simply vanish.

For now, the music continues to play, and the dancers show no signs of fatigue. Anthropic gets its chips, Volta gets its valuation, Nvidia gets its revenue, and Norway gets a slightly warmer river. It is a triumph of human cooperation, proving that if you put enough smart people in a room with a ten-billion-dollar credit line, they can make even the dampest valley in Scandinavia feel like the center of the universe.
